Home / The no-permit re-roof
A Cedar Park Re-Roof Needs No Permit. Here Is What That Changes.
The city does not ask for a permit to replace roof covering. That is convenient, and it moves the whole job of checking the work onto the homeowner and the contract.
What the City Says
The City of Cedar Park's Do I Need a Permit? page sorts work into two lists.
| Needs a permit | Does not need a permit |
|---|---|
| New construction; additions; remodels that move walls or involve electrical, mechanical or plumbing; accessory buildings; demolition; pools and spas; heating and air conditioning equipment; water heaters; irrigation; generators; solar panels | House painting; carpet; cabinets; wallpaper; Roof Covering (non-structural) |
The page gives the general test as: “A permit is required for any construction which physically changes or adds structures to the property.” Fences need no permit but must follow the city's fence ordinance.
For anything not on either list, the page gives the building office number, 512-401-5100.

What Counts as Non-Structural
The city does not define the phrase on that page. In ordinary building terms:
- Roof covering is the shingles or metal panels, the underlayment and the flashing.
- Structure is the rafters or trusses and, in most readings, changes to the roof's shape: a new dormer, a raised pitch, a patio cover tied into the roof.
Replacing a few sheets of rotted decking during a re-roof is routine and is generally treated as part of the covering job. Reframing is not. If your job is somewhere between, the contractor should call the city before starting, and you can ask them what the answer was.
Solar panels are on the permit list. If panels have to come off and go back on for a re-roof, ask the solar company what that involves.
What You Lose Without an Inspection
In cities that permit re-roofs, an inspector may look at the deck, the underlayment or the finished roof. It is a brief look, and it is still a second set of eyes that does not work for the roofer.
Here there is none. Three things replace it:
- The written scope. Products by name, what flashing is being replaced, how deck repairs are priced, the ventilation plan and the warranty.
- Photos at each stage. Bare deck, underlayment, flashing before the shingles cover it, and the finished roof.
- The manufacturer's instructions. Shingle makers publish installation requirements that their warranties depend on. Ask which sheet the crew is following.
The roof replacement page has the full list to hand a contractor.
Contractor Registration
The city's Building Permits and Inspections page states that “All contractors, both existing and new, must register with the City of Cedar Park,” that there is no registration fee, and that it is done through the city's online permit portal.
Registration is not a license and does not test anyone's work. It does show that a company has dealt with the city, and it is fair to ask a roofer whether they have done it.
Texas itself has no roofing license. The same page says the city adopted the 2021 International codes, effective June 1, 2022, with local amendments, so the residential code still sets the standard for how a roof should be built even when nobody from the city checks it.
Siding, Windows and Addresses Outside the City
Neither city page mentions siding or window replacement. This site does not guess. The building office answers at 512-401-5100.
Cedar Park mailing addresses reach beyond the city limits, and the city's rules apply only inside them. Jonestown, Lago Vista, Lakeway and Volente are separate cities with their own offices, and unincorporated addresses fall under the county. Their rules were not read for this site.
Homeowners associations are separate again. An HOA can require approval of shingle color or material whether or not the city wants a permit.
Quick Answers
Does Cedar Park require a permit to replace a roof?
The city lists Roof Covering (non-structural) among the work that does not need a permit. Replacing shingles on the existing deck fits that description. Work that changes the structure does need one.
Does anyone from the city inspect a re-roof?
Inspections are tied to permits. With no permit for non-structural roof covering, there is no city inspection of the finished roof.
Does the roofer still have to register with the city?
The city says all contractors, existing and new, must register with the City of Cedar Park, and that registration is free. That applies whether or not a particular job needs a permit.
Getting a Roof Priced?
Ask the contractor for the scope in writing and photos at each stage. A local roofer who does this routinely will not mind.
